Wow. I just had to check and make sure I didn't get subscribed to a Verisign/Network Solutions mailing list by mistake. This is a page right out of their playbook "make it as difficult as possible for someone to transfer way that they will just give up..." It's not the Tucows I thought I knew. I didn't see an announcement, but has Tucows management changed recently to cause this shift any from ethical policies?
