The "problem" of all the new accreditations is indeed troubling. ICANN
and VeriSign do get the money from that, though.

Longer-term, perhaps some logarithmically weighted allocation system
might be appropriate for access to the batch pool, i.e. linked to
registration volume or some other metric (perhaps involved multiple
factors). However, that allocation scheme must still allow for
competition from new entrants, without favouring established registrars
too much. I'm thinking perhaps some baseline number of threads plus a
bonus based on number of active domains for that registrar. But, it
would need to be a formula that is carefully thought out, perhaps even
with a cap (i.e. to not give NSI, etc. 100x the number of threads as
TodaysNewRegistrar.com, but perhaps only double or triple).

Alternatively, penalizing "related parties" from gaining extra
accreditations would be plausible, but would have to be carefully
thought out. Given VeriSign's and ICANN's track records, I would not
trust either to come up with a viable scheme, but instead it would need
to be a true consensus, from the other constituencies, to still ensure
"equal access" is obeyed in spirit.
