I probably should rephrase my question: For what technical reason is it mandatory to have two default entries? I know that there are rules passed down to Tucows but what's the reasoning behind them?

Those standards normally *have* a reasoning behind them. It doesn't make much sense if I have to assign two nameservers at the moment of registration and a minute later I can remove them again. One of those two things goes against that technical reasoning that once was behing those standards.
