FiOS is a cable TV service. That's how Verizon packages it. That's how
Verizon sells it. You can't not discuss FiOS without discussing TV service.
You can buy internet service without getting TV. They are an ISP. That
is how they sell it.
They also sell it packaged with TV. That doesn't change the fact that
they are selling internet access.
