In a sense, they are split up. In Linux most distributions seem to split them up, at least all the ones I have used do, and in windows it is possible to only install the components you want. I have never tried it on Mac so I don't know for certain. So on Linux, they will be split up whether we want them to be or not. The question is whether they will be split up in a consistent manner across distributions or an inconsistent manner. I would say a consistent manner is better.
