That's an understatement,

Law must represent the people in an ever evolving environment.

The law must evolve.

It is GOOD for organisations to advocate ways in which the law can change to
better represent the people.

What does FC.o want?

Funding?
Effectiveness?
To be taken seriously?

Or perhaps, dare I suggest it, to do the right thing?



(Incidentally Janet, I was being somewhat tongue in cheek when I suggested
you were being stubbornly wedded to a free culture perspective - apologies
if that didn't come across too well)
