Free culture requires that it is free. It may also require that it
continues to be free. These are quite minimal restrictions, and they
are restrictions on *restrictions*, not on freedom. They are the
minimal amount of coercion required to prevent further coercion. Much
like forbidding theft or slavery in a free society.
