Sure.

So, there are two different things here.

1. If people just want to release a movie file, a collection of jpeg
images, a song.. then as long as they do it in a free format as well
as whatever formats they like to make, that is a good thing.

2. If people want to encourage reuse, then only free software
compatible formats should be considered appropriate.
