IMHO, it's not about making anyone use anything, but about asking them
to make free content available in free *formats* (which is always an
option, and rarely hard...) it shouldn't be a "rule" of course, but
where possible it should be done.

If ho contributes to Wikipedia from Netscape 4 he is contributing
*wikitext* which becomes *XHTML*, both free formats.
