「C:\Windows\Fonts」でもOKでした。 参考までにうちの状況を言いますと、 C:\Windows\Fonts 以下での運用は、copyコマンドで複製したフォントファイルをOSが認識してくれない場合が稀に有り、現在oo.o3.2.1ではインストールフォルダ下を使うことで安定して運用できています。
