What's wrong with tables? Tables allow this box to be themeable, right? I agree that tables prolly shouldn't be used to layout an entire page, but this is a little popup (or a big one)... in either case, it just lays out the "frame" within which the content of the popup is held. I don't think they're too bad in this case.

only needs jquery.

add a class to the element, and a bit of CSS styling.
