To tell the truth, I have little experience with power management -
only playing with it a little on my laptop - but IF the decision is
made, say, once a second based on past second's load, it may be
possible that every even second your CPU works at full speed, and
every odd second it is throttled.
For clarity of experiment, it might help to disable cpupm completely
and/or to run the experiment with a larger threshold (and loop more
of your program's executions).
