The reason at that time was that closed source parts prevented to finish the implementation. As mentioned before (but it seems that not all people did understand me), it is important to first discuss which specific parts could be subject of collaboration. Once this has been defined, we need a steering commitee that at least prevents changes in this collaborative pool that would prevent collaboration with one of the participants.
