While working on registration form for latest project I decided to put "support" text (which usually use smaller font) above control but below label.
The reason for that is couple textarea controls, which I feel need additional explanation on what we expect user to put there. And when user will get there using "Tab" key he might not see support text since it might be below the fold of the page.
