Aren't you conflating two problems here?

- responsiveness to users who use keyboard/tab
- conceptual location of the previous/next buttons.

Putting the 'previous' button on the right so that it occurs at the
appropriate place in the tab order is a possible, but very odd, solution to
the problem of incorrect tab order, which should be arranged thus (in
general, your mileage may vary):

- last field on form
- submit (or next)
- anything else (e.g. previous).

'Previous' going to the left of 'Next' is such a strongly accepted
convention in Western culture that you'll definitely throw a proportion of
your users if you don't obey it.
