two things. first, many users do not have browsers open all the way (more on why in a sec) so there is a good chance it is not exposed when the page loads, and you would force a (resize of the window) step in order to get that functionality.
second, in many portal sites the right rail is now where most of the revenue stuff is... ads, sponsered links, partner cross linking etc. We have found in testing over the last couple of years that users assume that anything in a box that is on the right third of the page is an ad. maybe that is just aol... but I don't think so.
