Yes, because we've seen how well an unregulated free market works recently.

Users often cannot go elsewhere. Their place of business provides them with the tools to use. Their doctor takes data from them. A website they use sells their data to advertisers. They have to deal with their local/national government systems.

And even if you can switch, it can be a difficult process. Try switching from an iPod to an open source music player and see what happens. Try changing your insulin pump.

The Users Rights would be for those who don't have a choice.
