We've used it in a site and I think that others have summed it up - it's there as a more visible illustration of the top two levels of the site to help users move laterally with greater ease. By tucking it down at the footer it's less obtrusive but easily found when reaching the bottom of the page content. It's only relevant for larger more complex sites though - I doubt it really would play an important role in more modestly sized web sites.
