An operating system is a *very* specific thing that handles very specific tasks at a technical level. If you're trying to ask what would it take to make a minimal operating system that only needed enough services to run browser based applications on a keyboard based mobile device, while using cloud services for storage, and whether that kind of product would be sufficient for people's computing needs, then you have to ask it that way as far as I'm concerned.
When you ask, "why isn't the operating system a browser", you are asking a question that at technical level does not make a lot of sense.
