The OS is not a browser because the browser has a different purpose than the OS. It's not that they couldn't be the same, but it wouldn't make any real difference. The browser still needs some OS layer (Network connection, TCP-IP protocol understanding, Hardware integration etc)
The real question IMHO is why isn't the browser metaphor used more clearly in the OS. . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . .
