1000 is necessary to be modestly self sustaining with a minimal budget.

10,000 would be more like a minimum bar to have any chance of people 
taking any notice at all. (advocacy, somebody to call to comment, etc.)

A real, paid, professional PR person "might" be possible with 10,000 
members.
