RFC 6217. It is good to note that our reputation for ethical behaviour precedes us. On a related note, those interested in such weighty matters might wish to know that IPv6 is closer to feature parity with IPv4 now that avian carrier adaptation has been specified for IPv6 in RFC 6214.
