Generally, Craigslists is a pretty good place. It's probably a little less
mainstream than traditional jobs sites, and so you'll get a different mindset
of people applying than the more typical spay-and-pray applications.
If you're willing to pay a little cash (US$ 150), Ars Technica has a jobs site
that may be of some use:

Regardless, your HR department probably has to filter a large amount of chaff
to get to the wheat.
