I know you said Windows, but I don't know any there.
However, ZoneMinder is a free solution which runs on Linux, and is not
resource-intensive. It's available at: http://www.zoneminder.com/

I wrote a complete installation script for it, which starts with a
minimal CentOS install. Been a while since I wrote it, but it should
still be good.
I'm no longer at the company which was using it, so don't have access to
security cameras any more. But I'd be happy to answer any questions
that I can.

It's not free, but we use NetGuard EVS. It provides all of those
features plus a few more. It also has several heads up sorts of
displays where you can preview all camers as once, then select a
particular camera, etc. All of the cameras are IP based. Some are
fixed, some are pan/rotate/tilt, depending upon application.
