The big question is (I think) -- what does having forums get you that mailing lists do not? The littler question is, is the problems of administering forums worth the weight of what benefits may be reaped? Recently, a bunch of programmers with an org I work with decided they needed online forums in addition to mailing lists. When I queried why, they told me that the mailing lists were fine for quick questions and the like, but for real history of what was going on, they needed an online forum where they could have a threaded history. I gently (believe it or not) pointed out that the mailing lists all have threaded archives and explained how to get at them -- via the links at the bottom of every email message to the lists. Everyone said, "I didn't know that." Then someone then complained that they couldn't get at the archives because "it wants a password and I don't have one!" Yes, the lists are set up to email password reminders monthly, and yes, all of this information is publicly (within the org) documented.
