For PDUs I've used WTI gear for a long time and it's very stable. They are switched and metered. Even though we have DRACs, I still want the remote power capability, which also works for other devices that don't have DRAC, like network equipment, etc...
For IP KVM, we're using a basic Avocent DSR1020, which works well enough for the rare times we need it. To go IP KVM on the cheap, you can try a Lantronix Spider Duo which is a low cost, 1-port IP KVM, and attach that to a boring non-IP KVM. Be careful though, as the non-IP KVM will need to support composite USB device input, as the Lantronix only has 1 USB connection. I think newer KVMs should probably support that. I also use a serial console where possible, even on servers.
