Not all products have freely available firmware, but I just verified that with an utterly-unentitled login I was able to download 12.2.44-SE6(ED) for the C2970G-24T.
You will have to register an email address/CCO account and accept the encryption agreement (or download W/O CRYPTO), but I don't even own a 2970 and I was able to get the code. The Cisco Small Business line also allows unencumbered firmware access, in case you're looking at the SG300 or SG500 line. YMMV of course.
