Selling food to the public, period, is illegal without the proper permits and
stuff.
But if we’re just taking food that has been left on some shelf while donating
money to an organization...

(We’ve been hiding behind that logic. We don’t really sell food as a real
thing.)

Full Stop, liability issue. We don't have a commercial kitchen, nor someone
with a food handling certificate.

Re-packaged food on or off premise which we then re-sell, puts the organization
at risk.

Pre-packaged food only for re-sale is authorized and meets the expectations and
spirit of our lease. I am afraid re-package on or off premise is too much of a
risk.

This was dealt with when we considered allowing the bulk grocery people access
to our space for re-packaging.

Feel free to bring your own food pre packaged or re-packaged for your own
consumption.

I think if we buy a bulk package, and have clean hands when doing the
re-packaging, and do it on a clean surface, we should be okay. I'll be sure to
take the necessary food-handling precautions.
