Yeah. There's currently no cabinet.

I'm confused about this and the rest of the thread doesn't clearly answer it for me.

Is there a plan to use that MAME arcade cabinet that's already sitting at the space to run the multi-machine (MAME included) stuff that Justin brought together? If yes, we put a computer (not our best one) with Windows 7 install + 1 TB drive inside it.

If we're not going to use that existing arcade cabinet, then I think its fine to include Justin's multi-machine setup on our best multi-purpose workstation (which already has Windows 7) as one of the many nifty things said powerful workstation can do. (but not dedicate that as the only thing our best computer is available for use on, so such computer can have other uses)

And if we ever free that most powerful of machines from being tied to the lounge (different task), its not going to take up any more space, it will be on one of the carts we already have taking up space and a small, lesser lounge machine won't really take up anything.

Technically, it's already on a desk with wheels, but we've chained it to the lounge in various ways and made it less flexible in potential uses in doing so.
