Since I posted, I investigated further, and found that searching for
iPeng in the App Store on the iPhone listed iPeng as not having been
installed previously on the phone, which it is.  So, I think you are on
the right track.  I removed the iPeng from the iPhone, and then
attempted per Apple's instruction to download it again, but it still
wants to charge me for the download. When I have access to my desktop
computer, I'll remove iPeng from iTunes and see if I can download it
from there without being charged again.  1.04 has been in the App Store
for some time.  Thank you for your help, you saved me from having to
further track down the problem.
