I don't claim to understand the actual internals of the sync mechanism -- awy can probably explain in more detail. I remember in the past many times people have had problems if their server clock did not keep correct time. As for whether using NTP will help -- I'm unsure. One characteristic of an NTP-sync'd clock when your server clock is drifting quickly is that you may see little "jumps" when corrections are made -- it could very well cause even more bizarre sync behavior but make the server appear stable.
