I forgot to ask... How are you using Winamp to listen across the internet? If you're using /stream.mp3 then you must use LAME transcoding. Stream.mp3 won't stream FLAC and there's no comparable stream.flac.
If that's the case you must have LAME installed and then set up bitrate limiting for the player. Using bitrate limiting for remote software players is a little awkward.
