there are real examples where they've licensed their metadata in a B2C
context also.  One such example is 'SoundHound'
(http://www.soundhound.com/) whicxh grants you the user a perpetual
license to access the underlying metadata via SoundHound for the
princely sum of a once off payment of $4.99.

For that once off payment you have access to song recognition
technology (and it's bloody accurate), artist biography, album cover,
discography, top songs, similar artists etc. etc. via the SoundHound
app.  It's really worth downloading the freebie to check it out - the
demo is fully functional for recognition of 5 tracks per month, and
it'll give you a good idea of what's on offer.  The point I'm trying to
make is that Rovi's licensing cannot be that prohibitive if a user can
get perpetual access for a once-off payment of five bucks.

I'd suggest the addition/ incorporation of allmusic's metadata,
playlisting, recommendation, audio recognition technologies (incl
fingerprinting) be investigated before writing off the notion.  If this
functionality were incorporated on an opt-in, paid basis I've no doubt
many would opt-in because it would speak directly to so many of the
things discussed in this thread.
