Not everything mentioned in the task bar is actually running. Indeed almost NONE of these Apps is. iPeng doesn't put a lot of load on your iPad while it can indeed put load on your server when you use it for the first time due to the bigger Artwork it uses (it's a one-time issue per artwork).
I know only about two things that usually slow down my iPad itself, one thing is App updates (running in the background, from the App Store App).
