Well, that's two different questions. 1. To answer the first, it's because there is a major BUG in the handling of embedded artwork. Which, apparently, nobody is any closer to figuring out. 2. As to the second question, I've asked the same thing myself. The plan for artwork is that embedded artwork could be used for individual track art (for the five or six people on the planet who care about such things), while cover/folder.jpg files would always be used for album artwork. This is the bug report that is a catch all for the rework of artwork handling planned sometime in the future.
