Powerline adapters can be sensitive to the condition and topology of
your house's electrical wiring. Buy them from someplace that accepts
returns, they don't always work successfully. 

As alternatives, you could also try using a range extender (Wifi
repeater) or running a network cable between floors to set up an access
point. Place your transmitter in such a way that you minimize the number
of walls or solid things the signal needs to pass through. Signals often
pass though floors better than walls.
