I don't think it can be done on hobby basis, if a central server is used
it needs to be a business entity (company) behind it and it likely needs
to be commercial, at least the hosting need to be somehow financed,
either through user fees or through advertising, hardware/app sales or
some other way.

I'm not sure the Boom/Classic/Transporter can be easily supported as the
firmware is closed source and can only be redistributed by Logitech.
