Would that disable it? I don't think so, just tried a few full-screen Apps and they have it, too. Happens to me, too, unfortunately I can't bring it up from the bottom in iPeng (that's what my next App is going to do). It helps to get used to just tapping that tab at the top, not dragging it. Or, alternatively, to drag it slowly.
