The Android Play store allows to provide more than one version of an App, on the other hand.
But you are right, it's good to be able to have real backups of App (for iOS, you can drag the App from iTunes to any other place, for example, to do that). Regarding data: I think it's really the job of the App to provide backup capabilities. And I have to admit that iPeng isn't perfect in this respect. Although it's data is mainly settings there is one thing you can actually lose and that's bookmarks.
