Services like spotify and napster are about allowing you to build a music library that you stream, with a monthly subscription. They essentially are like 'renting' your music but are a great way to access a lot of music for not a lot of money. Last.fm was all about discovering new music and sharing it with other people who had similar tastes. It used to be that you could build playlists but not control exactly which songs were played but that was dropped quite a while back. What you could do was listen to a custom stream that was tailored around what you normally listen to, or a stream of stuff it reckoned you would like, or a stream built around music similar to that made by a given artist or a specified genre/tag. You could also listen to the streams of your 'friends' on the service.
