I just rescanned my entire collection, or rather tried to.

LMS stalled at 0 scanned and then I aborted and restarted a scan after
another complete "delete and rescan" failed.

You should probably change the thread's subject. Obviously you wouldn't find something which has failed to scan. You're not dealing with a search problem, but with a scanner problem :-).

Should I manually delete the database, and try again?

First of all check the server.log and scanner.log files for hints about the failure. Feel free to drop a copy to my inbox:
