PCP is linux, the kernel version more or less matches versions used in Raspbian. PCP can do. The question is: is it worth the extra effort? If you were a seasoned coder or linux user I would say go for it. However I think a seasoned user would start with a quick and easy mockup first before breaking up the compile toolchain and start packaging stuff for piCore. Run PCP 3.2, use the Beta user profile, an "Extensions" button will be available. Hit that button and have a look at the libs and programs available on piCore.
