As Michael says it is predominantly IP based but itÂ’s not always accurate as some ISPs have traded IP ranges across geographic boundaries to meet demand. Not all firewall manufacturers - where the allow or block takes place - have properly kept up with the range movements. Then there are the private VPN services where the rights holders try to keep up with their particular IP ranges and seek to block them accordingly.
