There are indeed lots of routers that will only allow a reservation -inside- their reservation scope - Fritzbox as just one example - but may will allow it inside and outside.
Why is a reservation better than a static? 1) if you decide to change your subnet - from 192.168.1.0 to 192.168.2.0 for example - then you would effectively divorce anything with a true staic IP from the network.
