The powersupply for the SB3 is a generic one.  
It needs to be rated at 5V and 2A. 
The critical piece is the barrel connector. The details are given here

The barrel connector has an internal diameters (ID), external diameter
(OD) and a minimum length.

Barrel / Sleeve Connector: 2.5mm ID, 5.5mm OD, 11mm long Min - it is a
very common size.

Not sure which cable you are talking about. 
If the SPDIF LED is working you will see a glow through the gaps in the
doors of the socket. 
A PSU can still be faulty even if the SPDIF LED is working.

You can buy generic PSU which supply either a single 5V or ones where 5V
is one of multiple voltages and have adaptors for many barrel sizes. 
I'd avoid the ones with multiple voltages as there is a chance the
voltage switch will be changed and fry the SB player.

I'd try a local electronic shops which sells replace PSU (aka wall
warts, powerbricks) for devices. Show the old one to compare barrel size
and check the rating on the offered unit.
A USB power supply will supply 5V and there are adaptor cables which go
from USB to the barrel connector but generally USB PSUs doesn't supply
enough amps - so I'd avoid that solution if offered.

Amazon, Ebay, Aliexpress - you should be able to find a compatible PSU
readily - the choice will be shipping times.
As Touch PSU is compatible,  you can search for  something like 
"Squeezebox Touch Power 5V " or "Squeezebox SB3 5V 2A"
