Have you tried hooking up the Squeezebox in wired mode, for testing? If the buffer never fills, it's probably not getting data fast enough. My assumption would be that there's something amiss with your wireless network. The fact that it's working at all means you're connected, but the dropouts would seem to indicate that it's unreliable.
Do you have any laptops to test the wireless with?
