Because even a WAP contains state information.

A WAP is a switch. It knows what MACs are on each side of it. It can
chose to route traffic to one side of it or the other. Or not. If it's
got wrong state information, it can break your network. Even for items
that seemingly don't have anything to do with it.

Tony, we don't have time for an entire talk on how every piece of
ethernet equipment works. Just power every thing connected to your
computer system down, even if you don't think there's a good reason.

State information lives in the damnest places, including the clock chip
in your computer, which remains powered up even when you power the
computer down.  Let's hope we don't have to go there.
