lyteroptes - I'm also on the same setup, and get the same issue - in my case it's related to running any form of Torrent software. I suspect my crappy BT Home Hub either can't cope with the number of open connections or limits these to keep VoIP available.
No torrents, no problems, for me, anyway, at least under Vista. When I was running XP I would also get the "Stopped" symptom.
