If I understand you correctly, you may have TWO issues.
One with the router and one with the dsl modem.

Resetting the router will not help if your dsl modem is having an
issue. 

The next time you are experiencing an issue, if you can, plug an
ethernet cable from your pc to the dsl modem and see if you can access
the internet. If you CAN access the internet at that point then the
router is having an issue. If you can't access the internet then the
dsl modem is having an issue.

If you can connect to the internet via the dsl modem then plug the
cable into the linksys router. 
At this point if you cannot access the internet then the issue is the
with the router/dsl modem connection. At this point resetting the
router and changing the port that the ethernet cable from your pc is
plugged into may resolve the issue. 

You DO NOT need internet access to apply the patch to the router.
You DO need internet access to download the patch from the linksys
website. 
If you want to prove this point, turn off the dsl modem.
Connect the ethernet cable from your pc to the router. Open up your
browser and type the ip address 192.168.1.1. Does the router config
page appear? If so, apply the patch. The router's web page is internal
to the router not external on the internet.

Other info:  

While I was dealing with linksys tech support they had me change my ip
address so it is no longer 192.?.?.? its 10.10.?.?   I'm not sure whats
the purpose of this but it works.

When my phone company set-up my dsl hardware, I didn't know that it was
also a wireless router. I had to disable its wireless functionality and
that stablized my network.
