Geesh you have a depressing world view... why on earth do you go on
about imminent doom and despair when a vendor prices something high,
then the same doom and despair when another vendor has it on sale?

In short, many don't understand promotions. Slim calls up Fry's and
says, "hey you're selling our stuff now, how about getting us in a
flier for PR!"

Fry's says "fat chance, we don't do that for free, you have to give us
some promo deal if you want into our flier..."

Slim says, "um, okay, what about a rebate?"

Fry's takes the deal and promises to promote the product.

There may be a ton of other considerations: payments of cash, special
buy-ins if they guarantee a certain sales volume, etc. All
negotiable.

This is how sales work.

It doesn't mean CocaCola is going out of business when Safeway has
12packs as buy 2 get free. It means Coke made Safeway a special deal
and Safeway may even cut their margin hoping the sale pulls customers
from competitors. Or Safeway may just cheat and buy a months supply at
the -end- of the promo period and go for a month without ordering any
coke at the non-promo price.
